We are looking for candidates for the position of Director Development and Projects at a Multinational Real Estate Development Company.
Position Title: Director Development and Projects

Location: Islamabad
Salary: About Pakistan Rupees 1 Million (per month); which is about US $11,750 per month

Essential Requirements:

-- Architect degree

-- Western nationality preferred -- This is an expatriate (international staff) position

-- Project Management experience -- gained in property development, or consulting/construction company

-- Experience of High-Rise Building Construction and Experience of developing Master Plan for Community (schools, hospitals etc)

-- About 15 years (or more) total work experience

-- Dubai, other UAE country, or other Middle East country experience preferred -- in this order
Job Purpose:
Manage the Department Team engaged in the cost-effective design and construction of assigned capital property assets, monitoring the activities of all related parties associated with the design and delivery of Company projects in order to ensure completion within agreed time programme, cost and specification.
The Director, Development & Projects will contribute to the development of departmental and project strategies and manage the translation of approved strategies into development and project master plans.
Nature and Scope:
-- Company mission is to identify and successfully execute property development opportunities and, in the process, establish a position of market leadership for the development of international high-quality Projects that provide attractive rewards for our shareholders.
-- The position reports to the CEO of the Company.
-- The job holder has a good deal of freedom to operate pro-actively in concert with the CEO and present the latter with relevant data and solutions which shall ensure that matters which may affect the Department’s performance are identified, investigated and resolved.
-- The job holder works within the Company policies, standard operating procedures and objectives as approved by Company Executive Management. The incumbent is required to design and implement agreed strategy, systems, controls and programs that support the achievement of these objectives.
-- The job holder meets with his colleagues frequently and informally to plan, review and monitor progress against objectives and targets.
-- Outside the Company, the job holder promotes healthy relations with Consultants and Contractors within the context of Company policies, standard operating procedures and objectives as approved by Company Executive Management.
-- The nature and scope of this senior role will require the job holder to have extensive Development & Project Management experience at an international level in a wide range of categories together and a thorough knowledge of their economic dynamics.
Principal Accountibilties:
-- Contribute to development of strategic plans for specific business focus areas (e.g. Canyon Views, Crescent Bay or any other as applicable) with a view to developing land in the most profitable manner.
-- Implement successfully Company’s property development plan and strategy and optimize development revenue to ensure best shareholder returns are achieved.
-- Plan, organize, resource, lead and monitor the assigned projects to ensure that the development plans are delivered within agreed time, cost and specification.
-- Study concept outlines, contribute in managing interfaces with consultants, contractors, suppliers and engineers and in identifying operating risks of each development so that Company achieves its profit objectives, incurs no financial losses and meets its development compliance objectives.
-- Ensure master plans are complete in all respects (to minimize future alterations) before the Land and Infrastructure work begins on the property.  
-- Monitor the progress of both current and planned development projects in coordination with the main Consultants and provide instructions to update on a regular basis to reflect current project status against agreed plans and initiate corrective action when necessary to ensure maximum efficiency, cost effectiveness and competitiveness.
-- Liaise closely with other departments to enable other phases of the project such as the Land and Infrastructure, Marketing, Pricing and Construction to progress smoothly in accordance with approved concepts.
-- Keep abreast of business and technical developments in the building / construction industry and its markets as a basis for planning and managing change, stimulating customers and ensuring the Company’s success and business viability against competition.
-- Monitor market conditions and changes in the business environment to make judgments about any changes or adaptations required to project plans.
-- Liaises with the concerned Municipal and Service Authorities on all matters related to infrastructure provision.
-- Prepares design and construction budgets for each project and monitors same to ensure cost effectiveness and maximum return on investment.
-- Prepares monthly cost reports and cost control activities.
-- Recommends tender list for the procurement of Consultants and Contractors.
-- Prepares tender reports for engaging Contractors and Consultants.
-- Approve payment applications from Contractors and Consultants and process the same for further action.
-- Review and report on all variations and claims related to Consultancy and Contracting services provided by third parties.
-- Prepares monthly program report & participates in meetings as required
-- Closely monitor the daily activities on site and visit the site as required.
-- Monitor the performance of the staff under his direct control.
-- Assesses and reports on the performance of Consultants and Contractors at the completion of each project.
-- Performs all other relevant tasks assigned by the CEO
Qualifications and experience (competencies required):
-- B. Sc. Degree in Architecture from a recognized University / College.
-- Minimum 15 years Post Graduate strong Project Management experience gained preferably in a Property Development or Consultancy / Construction environment.
-- Experience of High Rise Buildings and Master Planned communities is highly desired.
-- Minimum of 5 year of Regional Project Management experience gained preferably in Property Development or Consultancy / Construction environment.
-- An ability to motivate and manage several development teams to achieve the Company’s vision / mission within a challenging budget and time framework.
-- Competencies required are excellent managerial and organizational skills, analytical skills, interpersonal skills, diplomacy, a thorough knowledge of materials and construction, and a good knowledge of the local industry.
