Job Purpose:
The Project Manager is responsible for managing and administering a number of building contracts simultaneously.  He must ensure that consultants and all contractors perform their duties and services in accordance with signed contracts and report variances.  He also manages and controls the day-to-day duties, and answers the questions that occur during the implementation of the projects from consultants and contractors. Manages the project cash flow and various monetary sums under the contract that need to be awarded during the contract.
Monitors the performance of the contract, consultants and contractors, to ensure the building and associated works are completed to the specified quality, cost and program, and prepares monthly reports accordingly.
Nature & Scope:
-- Reporting to the Senior Manager, Projects, the Project Manager implements the awarded projects contracts with the consultant supervision team, and manages the day-to-day requirements and activities of the contract.  
Responsibilities include:
-- Manage and direct consultants, as required, to meet the design and building construction requirements
-- Responsibility for successful execution of a section of the works.
-- Management & Co-ordination of project management firm
-- Reports on decisions affecting programme, budget and quality
-- Financial management of construction activities.
-- Closely monitor consultant and contractor activities.
-- Attend all progress meetings, and make decisions within his authority.
-- Understand completely all design documentation, drawings, specifications, contract terms and conditions, and any special requirements, including programme milestones
-- Monitor and report on the progress of the works, as well as the performance of the supervising consultant and key contracting staff.
-- Check and ensure the correct setting out of the project and demarcation, in accordance with the approved parcelisation plan and levels.
-- Preparation & submission of monthly cost forecasts
-- Reports on decisions affecting programme, budget & quality.
-- Check and ensure the completeness of any progress payment claims by any consultant and contractor.
-- Monitor all contract variations, related submittals and maintain an up-to-date register, and copy of all drawings and site instructions
-- Recommend or action all submittals, variation requests and site instructions, and make suitable amendments to ensure budgets are maintained
-- Monitor the performance of any staff under his management, and issue directives, as required, to ensure satisfactory performance
-- Monitor and manage the performance and compliance of the consultants / contractors, according to the scope of services and contractual obligations and standards
-- Closely monitor daily site activities, and frequently inspect works, and check for construction documentation compliance
-- Closely monitor construction programme, and make recommendations in areas of slippage
-- Ensure prompt presentation of material submittals by consultant and contractors make approval recommendations to the Management
-- Review / comment on consultant / contractors’ reports, and ensure timely completion for monthly management reporting
-- Follow-up with concerned authorities, consultants and contractors, to ensure that all NOCs and permit approvals are obtained for the smooth execution of the works, and to avoid delays to the programme
-- Coordinate with respective Company departments, who affect the progress of the project, including Infrastructure and Development, to ensure the timely connection of all related departments.
-- Monitor and control snagging lists, prepared by consultants at Taking Over, and advise acceptance / rejection to final completion.
-- Ensure timely submission of RVO/CPA for management approval as per procedure
-- Ensure Consultant submit their recommendation/assessment of Extension Time claims by contractors
-- Ensure handing over of completed projects in a timely manner
-- Manage the tender process of provisional sum packages together with consultants and to ensure timely award of contracts
-- Ensuring site safety standards are implemented.
-- Advise and assist Senior Manager, Projects on any poor performance remedial action, review of any claims, variation orders and programme issues for further action, or recommendations to higher management.
Principal Accountabilities:
-- Timely completion of building contracts under management
-- Participate in site meetings
-- Review of weekly and monthly reports submitted by Contractor/Consultants.
-- Review of minutes of meetings & project related correspondence.
-- Sound financial management, during implementation of contracts, of both professional fees and contractor progress payments.
-- Ensure proper and professional performance of all design and supervising consultant staff
-- Preparation & submission of weekly & monthly reports to the Senior Manager, Projects.
-- Proper discharge of duties of ‘Employer’s Representative’, as per the contracts under his control, including site safety
-- Provide monthly project management reports.
-- Maintenance of proper and up-to-date project file administration records – both hard and soft copy that is acceptable to internal and external auditors
-- Oversee the timely submittal of all project materials and, especially, those of final appearance finishes that require the top management approval
-- Complete project Taking Over and be satisfied that the building is technically complete and finished, according to the contract requirements, time, quality and cost
-- Review & recommendation of contractors submitted monthly invoices, final accounts to Senior Manager, Projects
-- Review & appraisal of extensions of time to Senior Manager, Projects.
-- Direct Liaison with Construction Manager & Project Manager.
-- Handover support and liaison with Senior Manager, Projects and all other Company departments and subsidiaries to close the project off.
Qualifications & Experience (Competencies Required):
-- BSc Degree Civil Engineering, Architecture, Building Science, Quantity Surveying or similar
-- Minimum 7-8 years post graduate experience preferably in construction company, development, consulting firm as Resident Engineer or Site Agent
-- Preferably 2 years regional / local market experience in construction company, development firm, consulting firm as Resident Engineer or Site Agent
-- Competencies required are excellent organisation and prioritization abilities, analytical skill, interpersonal skills with all levels of people in industry, diplomatic in dealings with people
-- Excellent contract knowledge, programming skill, materials and technical construction know-how of build-ability and value engineering principles
-- Sound administration capabilities able to cope and be flexible under daily pressure and multiple tasks simultaneously.
